Yes, there is a regulation about that in my country too...
But Google TV and Samsung SDK has support for Tricker applications, which is a bit strange. Maybe it's because is only a small portion of the screen (about less than 10%) there is no restriction.

1) Is there really a Google TV with DVB-T?
2) Samsung allows that, but they will not publish it, unless you show them the agreement with the broadcaster and you limit the application for specific channel - even in their self-check list they are mentioning that "Ticker - Non EU countries"
