Content provider is fully in control of where the app goes live - in one country, in a specific cluster of countries or globally. As long as you have rights for the content distribution in a specific territory (or more territories), there are no restrictions from Smart TV Alliance perspective imposed!
For exact number of Alliance compliant TVs in Russia you might need to check with individual manufacturers to receive a detailed answer. However, in general, you can refer to the list of compliant devices in Europe which is published on this website. Even if TV manufacturers introduce specific TV models in Russia compared to their European range, these models would likely utilize the same technical platforms and be compliant with the Alliance specifications.
