For starting, please check for STA documentation which can be found here.
HTML / Javascript / CSS are basic things that you need to know for starting with Smart TV app. In case you just want to make simple app, it is fine.

I am Php developer and having good knowledge of HTML5, Javascript and Css.
I want to develop smart tv app.
Where should I have to start?
Can I develop smart tv app or need to know other language or specification.
